What do you mean, statue of limitations? If you fail to appear for a hearing, one of two things will happen: either you automatically lose the case, and get the fine info mailed out to you; or if the penalty would have been jail time, a warrant will be issued for your arrest. The warrent does NOT expire, ever, until you are arrested.

There isn't one that I know of, the state will suspend your license and then you will be driving on a suspended license which will compound your problem, just go take care of the insurance problem. They may even issue a bench warrent for the FTA, you don't want to end up in prison or lose your car just over a no insurance ticket do you?
