I would guess the Irish. The Irish have infiltrated (via sex - how fun) almost every culture, including the English. Irish birthrates have always been higher than the British until present day.
The US, although very English/German in it's beginnings, had a huge influx of Irish immigrants over the decades/centuries who intermarried and spread all the way from New York to San Francisco. C'mon - who doesn't have at least an Irish great Grannie somewhere in the family tree?
Of course, the Chinese have everyone beat numbers wise.

Whilst Southern Ireland has only 4 million people there is 70 MILLION people worldwide claiming to be of Irish descent- with 40 million of these being American.
A third of Australia's 20 million population are of Irish descent, making it the most Irish country apart from Ireland. Australian football is similar to the Irish Gaelic Football.
However, England alone has over 60 million people so my guess is that there is more people of English descent.
Apart from gardening, looking for your Irish ancestry is the biggest hobby in America!

Well, you could look at that from different angles.
The English were greatly responsible for the Irish leaving Ireland in the first place and going forth to do their populating sooooo
