The answer is in your question: the "cake" part is the cake. So if the cake itself is chocolate, DESPITE the flavor of the icing, then it is a CHOCOLATE CAKE.
And you can have a chocolate cake with almond frosting, coconut frosting, orange frosting...etc....
but the flavor of the pastry itself is the CAKE flavor, not the icing.

You asked about the cake right not the frosting. So a chocolate cake is a chocolate cake with any icing but chocolate is the best icing in my opinion. Now had you asked about chocolate icing I would say either one as long as it had chocolate frosting.

I would describe a chocolate cake as the one that has chocolate cake and any icing. The other one is yellow (vanilla, white) cake with chocolate icing.

I think that its the chocolate cake w\ any icing bcause icing is not a cake on its own but the actual cake is on its own.

Yellow cake with chocolate icing. This was always my favorite cake that my Mom made -she made it all from scratch and she made that hard fudge frosting - oh so good - gives me wonderful memories of Mom's kitchen and all the good smells and tastes
