Maybe your ISP was wrong. Check your internet connections and try again.

Mozilla Firefox, a webbrowser, offers the Download Manager as a tool that allows you keep track of your downloads. Also it goes slightly faster, as I've found.

be very carefull of any free downloads for "download accelerator,s" as many of them work ok but come bundled with some very nasty spyware,i found this out the hard way
if you want a program that speeds up your downloads but comes as part of a download manager, there is a brilliant program called gigaget download manager(http://www.download.com/Gigaget-Download-Manager/3640-2071_4-10503295.html)
this download manager is a program that will speed up your downloads by at least 50%,this may not sound alot but this is the least it will speed up,i have a average speed with internet explorer of 240kb per/second but with gigaget on the same download i get between 350kbps to 425kbps,this is a massive increase in download speed, and you may think "how does this work"
well what "gigaget" does is when it starts a download most downloads will start to drop in speed, this is when gigaget looks for more resources, this means it will look for more locations to download the file you want(this can be up to 40 locations) then it splits the download into bits and lets each location do a bit each,so if you have 10 locations doing the download each with a download speed of 40kbps...that will equate 10 x 40kbps = 400kbps...........easy
it gets better though, you can do as many download as you want at the same time,i do 5 or 6 at once and each can be up to 120kbps,and as each one finishes the other download speeds increase
there are loads of options too ,but i would leave them at defualt as some can be quite technical
have a go and let me know what you think
good luck

if you are looking for a free download accelerator you can try out download accelerator plus ( http://www.speedbit.com/ ) or flashget ( http://www.flashget.com/download.htm )

however if you are willing to pay there is nothing better than internet download manager ( http://www.internetdownloadmanager.com/ ),its the best I have seen and the quickest as well..and if even that does not help go to some internet speed check site and check your broadband speed ..if its close to what your provider promised you well and good otherwise talk to him again showing him the results
