There are various factors to consider.
#1 the amount of time you have allowed the gelatin to 'set'
#2 How MUCH gelatin you put in (is it the exact recommended amount)?
#3 How much WATER did you put in (did you put in too much)?
#4 What is the temperature at which the Jello Salad 'setting'?
#5 What sort of fruit did you use? Some types of fruit add more water and cause the gelatin to not set correctly.
#6 The temperature of the water you used to dissolve the gelatin to start with also is a consideration.
Each of these factors matter in a 'successful' jello/fruit salad.
It takes several hours for a gelatin salad to set correctly.

If you use canned fruit, make sure you drain it completely with a strainer. Any extra liquid will make your jello not set up. You can use the juice from the can instead of the cold water, but be sure to measure it so you don't use to much. Fresh fruit is better (peaches, apples,etc) because you know there is no water to thin out the jello.

The fruit that you put into the Jello (assuming that you mixed the Jello properly), can not be real juicey type fruit. Have you ever seen water melon, cantelop, honey dew, fresh pineapple,etc. in jello? NO. You should put firm fruit such as pears, apples, cherries,etc. If the fruit is to juicey the jello will not set up like you want it to.

You probably did'nt drain your fruit. the added liquid made the jello too watery. Next time drain your fruit. Also try to chill the fruit before you add it to the jello. My mom used to let the jello set up about half way before she would add the fruit.

There is only one of two reasons or BOTH..
1) The initial jello powder MUST be thoroughly dissolved by hot water... As you know.. you mix two cups of water for each box of jello.. One cup can be HOT water to thoroughly dissolve the jello.
2) You must NOT put in more than 2 cups of water for each box of jello.... If you put IN MORE water, the jello will not set properly

jello with fruit takes longer to set than that with just jello, however if you put in pineapple it will never set. there is something in the pineapple that keeps jello from setting. i learned this the hard way

easy one, whent he jello is about the set just put your finger on top and see if there is an impression yet. if so, then add fruit. depending on type of fruit, they carrier water also that will dilute
