First and foremost an employee gift should be given as a reward for doing a good job, granted, there may those that didn't do a real good job but if they are still working for you, they must have contributed adequately. The worst gift that can be given is a company trinket as I have a drawer full that have no real meaning
Whatever you give, give each the same thing. I suggest a gift certificate from a department store. It is usable, easy to purchase and it will be appreaciated. Use a non-Christmas card, instead a simple card with: Because I value you as employee, a friend and a person.....

This year, I'm giving a simple coffee cup with good chocolate and a couple of good teas. I have 37 employees to buy for and it cost me around $6 per employee.
Last year I found some nice hand painted ornaments at Pier 1 for $6, and did that. They came in a nice box. They were a little different from this year's ornament, but these are still very nice (link below)
I also hand deliver the gifts as I see the employees and give them a card.

I don't know how much you're looking to spend, but I believe in good personal hygiene for people. I think a Sonicaire Toothbrush would be a great gift for anyone. They're around 50 dollars * 40 people, so you're looking at around a grand total of $2000 bucks. You need to ask yourself how much you want to spend on the people that made/lost you money this year. If they made you a lot of money, you should reward them accordingly.

H ow about a card thats also a gift voucher for a book shop, that way if they want something a bit more expensive they can make up the price .I don`t know how much they are where your from but they usually start from a low price.

Got a local bakery that makes good pastries and cookies? Arrange a gift certificate deal with them to let you hand out gift certificates for whatever $ you were thinking of spending. This way everyone can choose what they like. And you don't have to say it's for Xmas - say it is just an end-of-the-year thank-you for a job well done/appreciation.

Candles make a nice gift, or you could give them all magnets with their names on them. Or maybe some chocolates. You can also get a small stocking at walmart for about .50 cents and fill them with candies.

Take all of the money you were planning on spending on gifts and cards and give it to them.
Don't try to guess what they might like; give them money to spend as they see fit. Call it a Holiday Bonus, or Year End Bonus.
Money will always be accepted well and appreciated. No gift you can think of will be as well appreciated by every one of your employees.
You aren't personal friends; you're in a business relationship. And in business, nothing says "I love you" like cold, hard cash.
Even if it isn't a lot of money.
Wasting money on things they don't want is silly; let them decide for themselves how to spend your gift.
There won't be a one of them that will be disappointed in money -- there's nothing else you can give them that you can say that of.

A co-worker once gave out mugs with either snowflake or snowman designs, nothing religious or directly holiday-themed, each with a packet of hot cocoa and a candy cane to stir with and a sweet poem attached to the handle. It was a thoughtful gift that everyone in the office appreciated.
