This program is totally voluntary at this point in time, would this program help to deter illegal hiring practices in America if it were made mandatory for all American businesses?http://rds.yahoo.com/_ylt=A0geuqr3d2BF7vkA2vRXNyoA;_ylu=X3oDMTE2aGM0dGdlBGNvbG8DZQRsA1dTMQRwb3MDMgRzZWMDc3IEdnRpZANGODQ1Xzcx/SIG=12e1313t9/EXP=1164036471/**http%3a//www.smartbusinesspractices.com/legal_basicpilot.php

If everything works according to policy, it solves the problem for those employers who do not wish to willingly hire an illegal alien. The program has been in place for 2 years, so I would guess that any company that wishes to be in compliance has already signed up.
This does not address the issue of employers who knowingly hire illegal aliens and pay them under the table. Strict enforcement of current hiring laws is the only way to deter compliance from these employers.

In a word. NO.
Employers of illegal aliens KNOW they are hiring illegal aliens. They are paying them cash under the table. They don't appear on the books.
This is not a hard problem to solve. The government does not want this problem solved. Sure they pass legislation to make it illegal to hire but they don't enforce it. The laws are there for show, to make it appear that they are doing something.
ICE agents in Southern California began making raids of known illegal alien "employment" centers.
In a matter of a few days they rounded up over a hundred illegals. Realize this was just a few agents (I think it was three). So successful were they that they were ordered to STOP by ICE management. Obviously these guys were not aware that they were not supposed to ENFORCE the law. Fortunately ICE management corrected them in time before they apprehended more illegals.

OK, so when someone fakes their ID, does the ID theft thing, and all of a sudden 'Larry Smith' starts his new job, what happens to the REAL Larry? Better mousetraps, smarter mice, better to actually secure the borders, in my view. Employer enforcement AND border enforcement. Other countries don't screw around with their borders, why should we?

We have ways all ready on the books--they don't use them or enforce them.
But yes to your question-that would help if used-not the total solution but an aid to it.

Just make them all legal, and then there would be no illegal aliens, and racists could quit whining.
