Here's
1 - part of the nature of birds in general in the wild they will bite at each other to show affection, annoyance, etc... most of the time they are just trying to talk to you.
2 - Baby birds bob their heads up and down and cry to mom or dad when they want to get fed. Sometimes this behavior carries over to when they are an adult and is done when they want to go somewhere, or want something or someone (birds with clipped wings seem to do it more, because they can't fly over to whatever/whomever it is that they want). It is also an affectionate thing. Parakeets will do it when they really, really want to be picked up.
3 - "kiss" with their beaks

Do a search on Parakeet traits, see what comes up.

I have never owned a Budgie, but many birds show affection towards a owner(they see you as a mate) by regurgitating food for you. It is a gross but strong testament to their strong affection towards you.

I've had tons of budgies, they have amazing personalities. They show affection in many ways they give you small little 'pecks' not hard bites more like nibbling, grooming your hair (mine used to "clean" my eyelashes), bobbing their heads, singing to you. They consider you their mate and can be very protective of you.

(Funny Story) My brother had one. He decided that he was going to shave his head, his bird was sitting on his shoulder afterwards and picked up a feather. She tried so hard to stick this feather in my brother's bald head, and even stomped her feet having a temper fit because it wouldn't stay!
Random I know, but I just thought I would share that. =P
