The age you should get the bird basically depends on the bird itself, it should be fully weaned from the parents and be able to fly around and eat by itself, a good age for a cockateil is between six and eight weeks.
Once you get into months it becomes very difficult to train the bird as the wild instincts are fully in bedded in the bird

If you want it to talk you should get it when it is very young and hand fed. And males are talkers. Seldom do females learn to talk much.
I have a male and we just talked to it careful to make sure the phrases we repeated voer and over were "G" rated. Start out with one simple phrase and as he learns add more one at a time.
The first words we taught our bird was "here kitty, kitty", he learned fast. Avoid whistleing at them as they may decide that that's good enough for them.
Oh, yes and handle the bird often from the time you get him. They can be mean and if you've never been bitten by a cockatiel, welll you don't know what a bird bite is. They just don't want to let go.

It depends, if u wanna train it then get an older one and get only one then it won't have anyone to connect but u (which is good not bad) or if u just want a bird, get any age u like and only one if u want to bond with them a very special bond
