You need to remember that Adam and Eve lived for years, Adam was 930 years old when he died and they had many children, who must have married among themselves, and quickly develoed into a large population. After a hundred years or so, there would have been considerably sized cities growing up. The Bible does not say that everything that happened to Cain happened to him when he was young. After 400 years he could have been living in a city of several thousand people.

The bible record shows that Adam and Eve had many sons and daughters besides Cain and Abel. When Cain murdered his brother Abel, God punished Cain and gave him a sign on his face so no one would kill him. He should be a wanderer and fugitive for the remainder of his days. The Bible says in Genesis that he took up residence in the land of "Fugitiveness "to the east of Eden. Afterword it says that Cain had intercourse with his wife and she became pregnant and gave birth to Enoch.Obviously his wife was his sister .
It also shows that Adam and Eve had intercourse (obviously for the first time in Genesis 4:1) and the first child Eve gave birth to was Cain and the next was Abel. So according to the Bible records Cain was the oldest and firstborn child to them.
It does not mention any "elders " as you say, but the one he married was obviously his fleshly sister.

First, what is an elder? An elder is Shepherd the flock of God which is among you, serving as overseers, not by compulsion but willingly, not for dishonest gain but eagerly; nor as being lords over those entrusted to you, but being examples to the flock; and when the Chief Shepherd appears, you will receive the crown of glory that does not fade away. Adam and Eve had many sons and daughters not because the Bible speaks about what happen between two brothers doesn't means that there were no other brothers about the same aged, plus an elder doesn't mean old but appointed by God.

The bible never says that Cain and Abel were the only children of A and E's. It's just the only ones mentioned. Elder were probably a title, and not necessarily pertaining to age.
