to publisha a website, u basically need a web browser like Firefox/Opera/Internet Explorer and a text-editor like Notepad or MS Word. Web-designing software like Macromedia Dreamweaver, MS FrontPage and Google Webpage Creator can come in handy!
u might also need support for JAVA Applets and XML for complex websites. IE supports XML, but u need to install JAVA from the Sun Microsystems Website
TO MAKE AN EBOOK:
i use a software called PDF Creator, but u can download any free PDF making software (use Google). u could also buy Adobe Acrobat for making PDF files. u will also need a text editor like MS Word
many sites like LULU support uploading of ebooks. u could also make ur own site!

well friend, you need Microsoft Frontpage (if you don't know HTML), latest version of Flash (you need to know how to work in flash), knowing JAVA is also neccessary to create an more attractive website, Your Pc should have a color VGA or SVGA monitor, a system with a good video card and proccessor. That's enough to make tou get started

the necessary softwares are internet explorer,msn installeretc.,the pc configuration may be 2.0ghz
