First, carefully try to remove any large clumps with a sharp razor blade or putty knife, being careful not to damage the sheetrock surface.
Next, try using paint thinner (mineral spirits) or a caulk and adhesive remover such as Liquid Nails LN595 or similar product. Wear gloves since this will be a tedious and messy process and be sure to provide ample ventilation.
Using clean white rags, apply generous amounts of solvent to the area and let it soften the adhesive. After a few applications, you should be able to wipe most of it away, although a residual stain or thin layer may persist. Clean up with warm soapy water.
Prior to painting, you may need to repatch the ceiling with a thin layer of sheetrock mud...and sand to a smooth finish (assuming your ceiling is smooth). Then, apply a good primer and paint as you normally would. Let us know how it turns out.

If it is not fullly hardened or to thick, try a solven like paint thinner and apply it to the goo and let it set a bit to soften it up. Then use a putty knife and try to scrape it off. Then apply a bit more solvent to wipe up the residue.

Probably the best thing to do is to sand it off with an electric sander, otherwise you would have to scrape it off and that would gouge the wall.
