Dogs actually regulate their body temp by panting, since they have very few sweat glands and can't cool by evaporation like we do. When they are panting hard, they hang their tongues out because it enlarges the opening at the back of their mouth, allowing them to move more air in and out. The more air they move, the more heat is dissipated. In cool or cold weather, they breathe through their long noses, which warm the cold air before it gets to their lungs so they don't lose too much heat by breathing.
