God created all things, yes including Satan. He made everything perfect and beautiful. Because He wanted to love and be loved He gave all His creation free will. A beautiful angel Lucifer began to feel pride. He thought that he should be equal to God. Because of this sin that had entered him he was ejected from God's presence and cast onto the earth, he became Satan. Jim

No God did not create Satan he created the angel who later turned himself into a Satan , which means opposer or resister. He did not always have this name. The name he had before this is not given.God is the only creator, and his activity is perfect, with no injustice or unrighteousness. Therefore the one becoming Satan,was, when he was created , a perfect, righteous creature of God.
Jesus says of him:" That one was a manslayer, when he began,and he did not stand fast in the truth, because truthis not in him". Jesus here shows that Satan was once in the truth but forsook it. Beginning with his first overt act in turning Adam and Eve away from God , he was a manslayer, for he thereby brought sin and death to their offspring.
So from a righteous perfect start, this spirit person deviated into sin and degradation. The process bringing this about is described by James. He says:" Each one is tried by being drawn out and enticed by their own desire.Thent he desire, when it has become fertile, gives birth to sin; in turn, sin when it has been accomplished, brings forth death."
It is interesting to note that the book of 2 Corinthians 11:14,15 says this: "And no wonder, for Satan himself keeps transforming himself into an angel of light. It is therefore nothing great if his ministers also keep transforming themselves into ministers of righteousness. But their end shall be according to their works".
In other words he wants humans to think he is good . There is absolutely no good in him ,and his days are numbered and so are the ones following him.

Generally speaking Yes. Satan is a fallen angel. God didn't create the Devil to be his evil counterpart. Satan as all others has free will.

According to Islam, when god created Satan, he created him as the most beautiful angel he ever created, then when god created Adam, he ordered all angels to bow to him, they all obeyed except Satan, god asked him why he didn't obey, Satan said that he was better than Adam, as he was created from fire while Adam was created from clay or whatever, then god cursed him and made him the ugliest creature, Satan asked god to give him everlasting life, god agreed, then Satan said he would take all of humans with him to hell, god said except those who have faith.
I believe god created Satan to test our faith and good will, life can never be without good and evil.

Satan---Lucifer, was supposedly an Archangel created by God.
He was also the most beautiful Angel in Heaven. Pride overtook him and he was seduced by Power. He wanted God's Power,
he didn't think it was right that certain Angels had abilities that the Archangels didn't have, bitched about it, Pissed God off, God said basically, in a nutshell..."You wanna rule? I'll give you something to rule!" Created Hell, cast Lucifer into Hell, gave him dominion over it. A 3rd of the Angels who sided w/ him went w/ him. Thus Lucifer became Satan.
Ever seen Star Wars episode 3??

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

God have created human , angels and ghosts.
Satan was a ghost , his name was Ibless and he was the most pious ghost .
When Allah ( God ) made the first human being , Adam , out of mud and told the angels and ghosts to bow down to him
Everyone did except Ibless(Satan) and he claimed that " I am a ghost and i am made up from fire , a better material . than mud and ill now bow down"
He disobeyed Allah - The sole creator

God created the angels with free-wills. Lucifer was, I think, the first one He created. Over time, Lucifer became jealous of God's power and of all the honor He was receiving from all the angels. Lucifer wanted some of God's power because he was God's first. Lucifer made demands onto God and God, of course, refused. Lucifer had some other angels on his side for strength. Of course still refused. So God said that no evil, no hatred, no jealousy can be in Heaven, so He tossed Lucifer and his angle 'gang' out of Heaven and threw them to earth. God gave Lucifer his name, a holy name, so when God threw him out of heaven, God changed his name to Satan, meaning adversary. and the angels become demons.
So, God did create Lucifer, a holy angel, but Lucifer turned against God and was thrown aside. Satan hates God so much that he has spent the rest of time trying to get God's human creation to also turn against Him.

Satan is an extreme version of the sinfull nature of man.
If we can focus on all the good that God teaches, the spiritual war would be on a winning streak. It gets easier the harder you try to be like God. The easier it seems to take the sinfull route, the harder life gets.
