I had an electrical problem with the dash on the cadillac also. You need to go to Cadillac and have them repair your dash board as it's going out on you. It will cost about 1500.00 because that's what I paid. My entire dash board went out and it was terrible I couldn't control anything because the dash was going out on me. I had no lights, no heat, I couldn't even see how fast I was going. So I would take it as soon as you can.

Sounds like an electrical problem. The old caddy may need a new harness.

You probably didn't change oil in the shocks causing the car to shake to a point that the dashboard got clobbered.
