There is nothing wrong with your computer. The encoding is wrong. Some email services can't recognize some characters. Those you have might have been written in a language thatuses Cyrillic alphabet or (as somebody already said), in Arabic or some other language that does not uses the Latin script.
There are code convertors in the net (as if you were about to translate a text, but here, those convertors only change letter by letter so you can see the original script), depending on which language was used.

What are you trying to look at, email? If it is only like that in your email, then it is a problem with a setting in your email, or perhaps the email you're trying to read is in another language.
If the problem is only one or two emails, then you probably do not have the proper "language pack"; you can't view messages in other languages like Mandarin Chinese when you don't have support for that language installed. If it turns out that's the problem, and you have use for the language pack, go to Microsoft's website and download the appropriate pack.
If the problem is with all email messages, try, first, restarting your computer. If that doesn't work, you could either try to mess around with the settings (it would probably have something to do with either language or font) or reinstall your email program.

Ah u've just reminded me with crazy hotmail .. its been goin' insane lately and doesnt view Arabic ..
Anyways, not sure if that's Arabic, but, whatever language it is, do the following:
-Right Click
-Encoding
-Choose the language that ur email supposed to be in
-If the laguage is not there, u can find it under "More" in the same previous menu.
...
If that doesn't work, then go to Control Panal, Regional & Language Options (If ur having the classic view) , or U'll find it under Date,Time,Language & Regional Options (incase ur having the Category View) ..
anyways, go to Regional & Language Options and check if u have ur language installed there..

first high light the text u wish to see, then click on view, encoding, then find your language and computer operating system and u will be able to see the text in an understandable language, my guess is its arabic language but u have english on your computer as the main language, just click on those i told u and it should work, the same thing happens to me

The problem is that your sender and yourself don't have the same coding for those characters. Ask him what coding he uses, and try to get your computer to use same, or ask him to send again using a coding your computer can understand.

sometimes its just your mail. i cant get hotmail to display arabic characters so i mark the email as unread and sign in at maktoob.com. maktoob then retreives my new messages from hotmail (or yahoo) and displays the characters.
