The main way to reduce STD's is Abstinance, which means NO SEX before marriage (vaginal, oral, or anal). This also includes No Kissing on the mouth--since Herpes is spread through kissing.

The next best way is to use CONDOMS IF YOU ARE GOING TO BE SEXUALLY ACTIVE BEFORE MARRIAGE. Although this is NOT 100%, it can REDUCE the number of infections, and CONDOMS WILL STOP THE SPREAD OF HIV..
However, even Condoms Use with sex can still spread Herpes and Genital Warts--because condoms do not protect you from the spread of them since they are caught from skin-to-skin contact--that is a proven fact.

The next way is for people to GET TESTED AND DEMAND THAT THEIR SEX PARTNERS GET TESTED FOR STD'S BEFORE THEY GET MARRIED....Many people say they are "Virgins", but those same people have had Oral Sex, tons of kissing (which can spread herpes), and they've had Anal Sex..Many people think that only vaginal sex is "Real Sex"--which is Not True...SO, even though your fiance says "I am a Virgen", or "I dont have an STD"---you MUST go to the nearest Department of Health or Planned Parenthood and you BOTH get tested for: HIV, Syphillis, HPV (which causes genital warts), Herpes, Gonorreah, Chylymidia, and other diseases...You should BOTH BE PRESENT WHEN THE NURSE READS YOUR RESULTS so that you both know who is infected--or Not infected.

Jazzy, we live in an American culture which promotes Sex every where you turn: MTV, Music vidoes, talks shows, and magazines all have highly sexual images 24 hours a day, 7 days a week..Hardly anyone believes in "No sex until Marriage" anymore--and if someone does believe in waiting, they are ridiculed, dumped by their boyfriend/girlfriend. It takes a STRONG person to stand up for themselves. The way to prevent HIV and STD's IS TO BE STRONG AND STAND UP FOR YOURSELF.

Jazzy, please look at the STD photos in the link below. When I was in college, a Doctor showed us a slide-show of STD's. Every person whould SEE what STD's actually look like before they start to have sex. Education is a major role in stopping STD's.

Education is the number one thing that needs to happen. People have to know what an STD is, how they're spread, and how they can be prevented. The best way to do this is to educate young people, so they can begin their sexual lives in a safe way that will keep them from getting and spreading STDs. This education has to happen in a frank, direct and open way that encourages people to be open with their partners. Also, STDs need to be less stigmatized, (although that's quite a tall order!) so that people aren't embarrassed to get tested and talk to their partners about infections. Everyone needs to have access to condoms and STD testing.

A very good question.
(1) Insisting a fresh Non-STD medical cerificate by both sexual partners before entering into intimate sexual relationship.
(2) Insisting monogomous sexual relationship and using protective measures as far as possible.
(3) Imposing a hefty fine by the government against those who spread the STDs.

The first one would be abstinence and the second one would to always be sure to use a condom with a spermicide.
