Unintentional body language.
You will put your hand up if you are genuinely interested in saying Hi to that person.
You will not if you do not find that person interesting.

Because if you're in a crowded area like a busy sidewalk, putting your hand up ensures that they know that it is you saying 'hi'. Otherwise they'd be looking around trying to see where your voice came from.
But IndigoBlu is right in that it is from the time when weapons were carried and certain gestures such as hand-shakes became a way of saying that you are not armed with a weapon.

it's to show you are unarmed...heh

back in the day people would actually greet one another in a fuedal or even medieval kind of way. If you greeted someone with a weapon it meant you distrusted them and were ready for battle, without a weapon well....then you were ready to be civilized and possibly negotiate like big kids.

It was a polite nobil or even gentle gesture to demostrate you were genuine in your greeting and meant not to attack...ie, not holding a weapon.

It just carried over into today's day and age as a wave.

They usually don`t see you ,so you put your hand up to get there attention.But when you already see them,they put there hand up either in the habit of doing that so many times or because they don`t know the reason and say it`s a greeting.

you wouldn't stay there just staring at them...
it's like showing the person that you like him/her...

we where all teached like that since we were very small. I mean, who in this world doesn't raise a hand to say 'hi'?
