check out all the fun places that young children would want to go with all the time.
maybe you can inquire from mcdonald, they might have some service you can choose from. my brother always celebrate his children's party at mcdonald. they provide the food (happy meal style), balloon, games, some goodies, they have that special area for the children to play with. (that's in the philippines)
here in southern california, we have chuck 'n cheese. my godchildren always celebrate their birthday there. they have arcade type of games, children show. mostly they offer pizza among other foods choices.
but if you have help, contact some catering business for the food and may able to point you to the right fun contact for those air filled play house for children to enjoy their day while reserving a park for outdoor function.

any kid themed restaurant such as chuck e cheese or major magics if your on a budget though just take a group of people to a family restaurant such as friendly's and let them know its the little ones bday restaurants will usually sing to the bday boy/girl and give them a slice or even sometimes a whole complimentary cake

the older ones are sufficiently previous to nicely known they're out of place yet something lovable like a pinatta for the two year previous social gathering could be exciting for the older youngsters too reason the infants arnt going to care who made the candy fall out only that the candy is there. i did popcorn and flicks for my 2 year previous she enjoyed it and it wasnt so toddler that the older ones felt uncomfortable yet i dont recognize approximately that with the 12 months olds different than that im at a loss dont recognize if that helped playstation they make the pinattas the place you may pull the string and hit them to cause them to open now

For a 2-year-old? McDonalds.
At that age, they're too little to really enjoy even Chucky Cheese.
Plus, McD's is definitely cheaper.
