Don't worry about reducing the phlegm, it traps bacteria and viruses that can make her sick. You can use a cool mist humidifier to make it thinner so she can cough it up easier.
Also, if it is making her cough so much that she wakes up at night, use the humidifier right near her bed and prop her up with pillows so that her head and upper body are at about a 30degree angle at the waist. That will help the phlegm drain better.

Lots of plain old water to drink, run a cold air vaporizer in her room...get one of those bulb things and suck the mucus out of her nose..if she is just starting to cough after a "few days" then it is time to go to the doctor especially if she is running a fever...
How hot is your house? Hot(over 68 degrees Fahrenheit) dry heat will maintain all this all winter...cooler temperature in the house, more humidity and MORE clothes is better for all living things and your furniture will thank you...
BTW: I am not kidding about the doctor...GO!

My recommendation would be to put her in a warm steamy shower and allow the mist to help her work that junk loose. You may try placing a humidifer in your home, for the benefit of everyone. I don't think you are suppose to use vicks or mentholatum or mucinex for children that young. Of course check with your pediatrician, they may have some recommendations not listed here. Take care of your little one.

Mucinex has a new version of their addult produt for children, it is a powder that dissolved on the childs tongue, my 2 year old doesnt mind the taste and it works well and quickly.

when your putting her to sleep, make sure she's at an incline so that it can drain. it works everytime with my little boy. put an extra pillow under her so that shes slightly bending at the waist

I don't know the age limit on it but that mucinex stuff WORKS... if she can try that it will work... the main ingredient is guaifenesin
