Whatever time is best for you, but be consistent. Personally, I measure mine in the morning before I take my medication. This way, I get a meaningful idea of any changes that might occur. If I were to take my measurement at noon say, I could miss some changes in my blood pressure that might be meaningful.

Most doctors recommend that you take it in the mornings to help control the bp while you are engaging in activities. For example, at night you sleep. If the medication effects you, such as makes you drowsy, speak with the doctor to see if ok to take at night.

It really depends on when you think it is the most convenient time to take it. I take mine at bedtime because the heart MD told me to do it that way. It makes me sleepy.
