Everyone's base temperature is different. I am always around 99.3, some people run low. Usually a fever isn't anything to worry about until it gets to be about 101.

Depends on what YOUR normal temperature is. 99 is considered a low grade fever. You don't mention if your sinus infection is gone? If you are still having symptoms and the low fever then you obviously need another antibiotic, OR more likely it is a viral infection which goes away with time. If you are still having symptoms, call your doc back.
For both, increase your intake of water. This helps flush away infection, and lower body temperature.

Some people are constantly hot or warm. My body is almost always 96-97 degrees (not just when I feel cold). Remember that the average is 98.6, which rounds up to 99!
If your normal is on the low end of the spectrum, it may also be that the infection was viral instead of bacterial.
