Assuming that you're able to stop the bleeding, pick up the phone right now and call a starving attorney. They'll sue anyone for anything. You may want to name the envelope and/or paper manufacturer in the suit. They make those edges sharp on purpose. It's about time somebody went after them. Good luck!!!!

The FDIC insures your deposit accounts up to 100,000 USD per depositor. They have no control over whether you open a letter properly. A lawsuit like this would most definitely be dismissed, if you can even find a lawyer to file on your behalf.
