Diabetes itself does not necessarily cause swelling but more likely the negative effect the disease has on the kidneys and the heart that causes swelling. Edema can be the result of the kidneys not clearing the fluid or the heart not moving the fluid appropriately. Over the long haul diabetes effects the micro circulation as well. Moving fluid becomes even harder.

because the disease affects your circulatory system, making the walls of your vessels less proficient. Circulation volume decreases though your fluid content in your body stays the same, thus starts the vicious cycle of edema.
