Absolutely. That's why alcoholics have much higher risk of heart attacks and strokes. While alcohol is a depressant (slows everything down) heavy drinking actually has the opposite effect.

Here is a great article from the Mayo Clinic:

The exact way that alcohol affects blood pressure is not yet known. However, there is good evidence to show that if you drink alcohol in large amounts it will cause your blood pressure to rise. Though, this does not seem to happen if you drink alcohol in small amounts. In fact drinking small amounts of alcohol actually protects against heart disease and stroke.

If you have been regularly drinking more than the recommended limits and you cut down, your blood pressure should also come down too.

NO !!! I've been drinking heavily for the past 20 years, and my blood pressure is normal. Only once it dropped to 56/76, and that was when I was sick. Maybe it's just the way I treat my body, but after all that drinking, doctors say there is nothing wrong.

I believe that alcohol causes your blood vessels to constrict, so I'd imagine that it'd, in turn, create higher blood pressure when in your system.
