It's some long pepper from Pays Basque between France and Spain.

It is a kind of Chile pepper, from the Basque region.
Espelette peppers, "Ezpeletako bipera" in Basque language or Piment d’ Espelette is often used as a substitute for black pepper in the Basque country and in common Basque dishes such as spicy Piperade, ham grilled meats and sausages. Also is mixed into mayo or sauces as an added flavor for salads, sandwiches or mashed potatoes.
