If not what do they contain that makes them not vegan?
Ingredients:
Wholde grain wheat flour, Figs preserved with sulfur dioxide, sugar, corn syrup, high fructose corn syrup, soybean oil, partially hydrogenated cottonseed oil, salt, cultured dextrose and potassium sorbate added to preserve freshness, baking soda, soy lecithin(Emulsifier), Natural and Artificial flavor.

Vitamins and Minerals:
Tricalcium Phosphate(source of calcium and phosphorus), Ferric Phosphate(sorce of iron and phosphorus), Niacinamide, Vitamin A Palmitate, Pyridoxine Hydrochloride(vitamin B6), Riboflavin(vitamin B2), Thiamine Mononitrate(Vitamin B1)

There are several potential problems with the ingredients you list.
First off most sugar gets filtered through burned animal bone. I think you left the word whey out where you list "cultured dextrose" and cultured whey is dairy. No vegan will ever trust the listing of "natural flavor" since that's a common place to hide animal ingredients (ex. McD's fries hide the beef tallow in them under the term). Several of the listed vitamins are commonly sourced from slaughterhouse scraps/waste including the listed niacin, B vitamins and Ferric Phosphate.

Is that enough?

No, they are not vegan, however, there is an awesome knockoff brand out there that is, they're called 'Fig Newmans.' You should be able to find them at any health food store or even an upscale grocery store. They taste just as good as fig newtons, but they contain no animal products.

they always have whey.Trust me,I can remember from looking at the package,I'm 100% sure there is whey in it.Whey is derived from milk.

i don't think they are, says they contain whey on the nabisco page.
Newman's own makes a brand that isn't vegan either, they have glycerine in them. boo.

From what you have above, I would say that they absoloutely are vegan -- no animal products there.
