Go to your local Health Department and ask for an application for a street vender's permit. I'm not sure what the general fee is,but they will let you know. Also,most street venders MUST have a place to wash their hands and utensils with HOT water on their cart or vehicle. Good luck.

You need permits from your local health dept. You will also need a business license from the City (and in some places the county as well) and the city may also require you to carry a vendors license. I've heard that some of theose carts are considered a vehicle as well and fall under the licesing for vehicles too.
Oh, and you need to have a very good product and money to advertise.

You need a food handlers liscense to sell food at all but to sell it on the street i think u might need a special one as well. Sort of like a permit.
