Here is an idea that has a few components....and would take up most of the day, but it sure sounds like fun to me.
I like the idea of an 80's themed party. You could have your daughters girl friends come over and get all "glammed-up" with make-up and misc. 80's accessories (big hair, bangle bracelets, headbands, leg warmers, etc. If you know someone who sells make-up...like Mary Kay, you could see if you could get some samples from them!)
After the girls are done, then they could meet the boys (if allowed) at an ice skating rink. They could skate for a few hours.
Have everyone come back to your house for chili, hot chocolate, cake/ice cream, or anything else you would like to serve.
The girls then could spend the evening/night eating popcorn watching cheesy 80's movies like: The Breakfast Club, Girls Just Want to Have Fun, Mannequin, Big, Roxanne....or so many more (http://www.filmsandtv.com/genre.php?gs=1980Comedy&pg=1)

The theme party idea is a good one! A few options are 70's/80's like suggested, or you could do a pajama party, or a costume party or???
As far as activities... dancing, music, maybe a makeover contest or something? Break them into teams and give each a make-up pack (the dollar stores sell lots of makeup) and have them "makeover" someone from each team. Best job wins a prize (prizes could be some unopened makeup from the same dollar store).
I think other than that, for a 15yr old... if you try to do too much you're gonna get the "mom, I'm NOT a KID ya know" speech. They'll probably just wanna hang out and gossip and talk about teen stuff.

I used to work in a banquet hall. The best parties were the simple ones. 15 is an age where girls don't want to be kids, they are young women. Invite boys! Keep the food simple - perhaps make-your-own stuff, like make-your-own tacos, sundaes, etc. Creativity encourages a social atmosphere.

If there's a nice, indoor Ice Skating Rink close to you you should do that, the one near me has a big concession stand (more like 1 of those concession at the skating rink and it's really romantic and nice. Also, at the 1 near me they do parties and stuff. So check in your phone book or something...I hope this helps!

If you live in the north, a skating/sledding party would be cheap and LOADS of fun!
Have everyone dress warm, and borrow all the skates & sleds you can.
When you come back to the house, have a giant pot of chili, hot chocolate, and hot fudge sundaes (make their own, of course!)
If you live in a warm area, have a beach bonfire & roast hotdogs, or have a hayride & then build your own pizza using English Muffins.

Get some toilet paper have teams and have them make the best snowman . I am doing this for Christmas . I am going to have a kit or items like hats scarves etc . I used this for Halloween they were mummys.

A Hawaiian Luau ! You can do a hula dance, have little Hawaiian favors, and it will be a nice break from the cold weather. I had a friend who did this for her daughter's 16th birthday and she LOVED it! Something really cool she was able to do on a budget.

Do a Christmas Pajama Party, have a gift exchange. You could watch Christmas movies, have finger foods, even play Christmas games if you want. You could even have fun decorating your own stockings or something, with lots of glitter, paint or whatever you want.

umm well im turning thirteen in december and idk what to do either!!! some body told me that you could take them to the mall and give each girl $5 and give each team of two or three, a list of items (ex. guys underwear, black lipstick, green hair dye) stuff like that!!!
and the team that does it the fastest wins like a big bag of candy!!! i hope that helped!!!
