It doesn't matter the environment I'm in my throat out of no where gets irritated, causing me to clear my throat. Except I clear and clear my throat and that doesn't always solve the problem. It starts to irritate other people because it takes so long for my throat to clear. Any ideas what it might be and how to treat it?

Sounds like an allergy problem.
I have the same thing and it's brought on by the mold in the air, like when it's over 20,000 for it's count.
You can try sucking on hard candy, (no dirty thoughts please). Or try drinking a little milk, if you're not lactose intolerant, it'll coat the throat and offer some relief.
But if it happens often and is difficult to swallow or breath, I shouldn't have to say it, but you should visit your doctor and see what he thinks and suggests you do for it.
