The virus is pass through contact with an infected person. HPV causes genital warts, and it is a common virus. Presumably, any bodily fluid could be a vector for viral transmission, including blood, saliva, semen and the like. Intact skin would not usually permit transmission of any disease. Since sexual activity involves mucous membranes (vagina rectum or glans penis), this is not skin, technically, and you can get infected this way.
Any unprotected sexual contact could transmit HPV, gonorrhea, syphyllis, and Herpes, HIV, etc. They are all cause by viruses or microorganisms (in the case of Syphyllis and gonorrhea).

Genital warts is an STD that is transmitted via body fluids.
Be it oral or vaginal sex. The fluid is what causes whatever the STD is that causes the warts.
The warts are a reaction to the disease. It is a symptom.
Yes, if you have any kind of sex while your partner has those, you are going to transmit it, via any body fluid, which would be on the warts during sex. But it is a symptom, not the cause.
Like a cold, you cough, right? Did the cough cause the cold? No, you cough because you have a cold. Same thing!

Both!! HPV (the virus which causes genital warts) is carried through semen and vaginal fluids. It is transmitted that way. The virus then rests in your body and can cause genital warts to break out during certain conditions (i.e. stress)
You may also get genital warts from skin to skin contact if your partner has visible warts! Hope this helps
