I don't know about Decatur, but if you drive about 45 minutes east to Champaign, you'll find just about every type of ethnic store you can think of. World Harvest on University Ave. carries a lot of Indian items, and the local Meijers store on North Prospect Ave. has a world food aisle with various Indian foods.
There are other international food stores in town, so just do a Google search.

I presume you mean of Asian descent and not American or South American Indian.
I don't know the answer to that.
