Everyone has a blood pressure, it is a measurement of the force exerted by blood against the wall of a blood vessel. The top number is the systolic pressure, that number is the highest because during ventricular systole blood is under a lot of pressure from ventricular contraction. During ventricular diastole blood is not being pushed by the heart at all so the blood pressure reading drops to the low number, the diastolic or bottom number. Normal for an otherwise healthy adult is 120/80 or in that range, high would be considered 140/90 or above, low would be 100/60 or below. High blood pressure can be caused by stress, poor diet, heart disease, certain medicines. Low blood pressure is not good either, it is a sign of dehydration, internal bleeding, heart disease, and again certain medicines can effect the blood pressure in either direction. Symptoms of both include dizziness, headaches, shortness of breath, blurred vision, nausea, vomiting.
Diabetics need to be especially careful of their blood pressure because having a high blood sugar for long periods of time does damage to tissues such as the heart and blood vessels and puts them at a higher risk for heart attacks and strokes. They have to make sure they keep their sugar under control, their cholesterol down, stay active, and don't smoke. The aim for a blood pressure for a diabetic is 130/80.
Hope this helps!

Blood pressure measurements don't count for anything if you've been walking around. Ideally, you should be sitting down for at least 5 minutes or so. Blood pressure also can vary during the day, so it's best to get measurements from similar times during the day. No caffeine in the morning either. These measurements should be repeated on a few separate occasions. Some people get "white coat hypertension" when they go to the doctor's office because they are nervous. Probably blood pressure medicines wouldn't kill you. But you don't necessarily need blood pressure medicines if your blood pressure is only high while active. When doctors study the effects of high blood pressure, they study the effects of people who are diagnosed with it as described above. You are probably at no higher cardiac risk from your blood pressure.

Testing your blood pressure determines how much of a risk you are for a heart attack. Diabetes can cause that problem with the heart.
