Chili Peppers refers to any of the Capsicum family of peppers which are part of the nightshade family(Solanaceae). Capsicum Peppers include:
jalapeños
Cayenne
Tabasco
Naga
Habenero
Scotch Bonnett.
It also includes bell peppers and paprika but in most places those are just refered to by name and not what people mean when they say "Chili". Also in many places a "chili" pepper refers to one specific pepper, but this varies from place to place. (Just like in some parts of the world one kind of fish is just called fish and all the others are called by their name).
Cayenne Pepper is a powder made from the Cayenne Pepper.
Chili Powder however is generally a spice mix used for flavouring chili (the soup) and contains some or all of: chili peppers, cayenne pepper, cumin, garlic, oregano, paprika, etc. With different quantities depending on the desired hotness. Here is one recipe for Chili Powder.
Cayenne Pepper 1 T
Paprika or other milder powdered chile 1 T
Ground Cumin 2 T
Oregano 1 T
Garlic Powder 2 T
Smaller quantities of any or all of the other spices mentioned above
Yield: shy of 1/2 c

Cayenne peppers and chili peppers are different types
Cayenne peppers do not have taste where as chilli powder has hot taste, both do not contain any spices, just ground according to your use.

Cayenne, hot paprika and chili powder are all made from dried chilis and they are all slightly different. I never use cayenne. I put hot paprika on hard boiled eggs and sometimes (usually when cooking at a friend's house) chili powder in Indian or Szechuan food. I prefer chili flakes to powder - also good in Thai food. Personally I favour fresh chilis, but if you live alone they often go off before you can use them all. Chili powder is not mixed with anything - you're thinking of curry powder.

yes chilli and cayenne are the same. The pod of the capsicum is extremely pungent and stimulant used in sauces ect. Dried and ground to form cayenne pepper.

Cayenne peppers and chili peppers are different types of peppers. They have different levels of spicey heat. Different tastes.
I've used cayenne pepper in my chili stews but don't use the chili pepper in the same dishes with the cayenne pepper.

Cayenne is plain, red pepper ground. Chili powder is a mixture of several different ground peppers.
