Great cities are of course NYC, San Francisco, Toronto, Montreal and (New Orleans if it has recovered yet....) but Number One in the Americas would have to be VANCOUVER.
It is rated by Japanese as having the finest sushi and Japanese food outside of Japan, the best quality and variety of Chinese outside of Asia (20% of the population is of Chinese ethnic origin) and one of the very best places on Earth for all types of Indian cuisine! You add that to all the other ethnic roots prevelent in the city: Italian, German, Russian, Ukranian, Arabic, Korean, Vietnamese, Thai, Native American, Carribean, Latin American, absolutely great quality meats and fantastic seafood and so on and so on and you can see that it is a wonderland!
My family and I visit Vancouver almost evey year and we spend at least a couple of days just eating at our favorite specialty restaurants......

Toronto, Ontario in Canada (of course, that's a given due to the population size and ethnic diversity)
Portland, Oregon in the States (in all my travels, I've never found such a wide array of *good* ethnic cuisine in any US other city)
Vancouver has a large Japanese population - you can find miso soup in any given three block radius of where you stand, but it hasn't got the same amount of variety that Toronto does regarding other food ethnicities.

I'm going to vote for Toronto and Los Angeles. Toronto has just about everything; LA, less variety, I think, but some really splendid bits of what it does have -- not just one Ethiopian restaurant but what amounts to a district for it, a wide variety of excellent Mexican, etc.
Then again, San Francisco's so cheap to eat out in that that gets it points for... Oh, who knows? But if I was going to take a trip to eat as many things as I could, and it wasn't to New York -- Toronto. The restaurants are nicer.

Every type of asian cuisine you could possibly want!
Russian, Mexican, Portuguese, Greek, Italian, typical Qubec Poutine!!!
From Fast food to five course meals! A life time is not enough to try them all!!!

I travel all over Canada and the US for my business. I would say, based on experience since business travel requires you to dine out every night....TORONTO in Canada and besides NYC, I would say SAN FRANCISCO and MINNEAPOLIS! (Minneapolis gets my vote, because I live here, so I know all the good restaurants! And we are pretty ethnically diversified, believe it or not!! Indian, Mexican, Asian, Ethiopian, Greek, German, Italian, French, Middle-Eastern...we have it all! Good ones, too!! Come for a visit and see!!)

Ooooh, go to Vancouver in Canada. They have a wonderful Chinatown and many other great resteraunts to eat at also like this place called Wings (chicken) and some noodle places. Also, it's a great place to see a nice view for once. =)

Canada - Montreal (I've had Portuguese, Russian, French, Italian, Chinese, etc.). Victoria and Toronto are also good.
U.S. - other than NY, I'd say Chicago, LA, Seattle, Minneapolis, or Miami.
