Blood pressure does not need to be measured on the arm or level with the heart, it can be done on the leg. It is simply easier to do on the arm. It can be done on the lower part of the arm too but only to find the systolic (top number) pressure.

I think it is because that is the closest point to the heart to check blood pressure without causing any further problems by constricting blood supply

Blood pressure is taken on the top off arm as its the right level as your heart,if you dont it any lower the reading would not be accurate.
