NO, you can't get herpes from semen in your eye. Herpes is spread through skin contact and friction. Yes, herpes CAN infect the eye, but not from infected semen. However, you CAN get gonorrhea and chlamydia in your eye if infected semen gets in there. These infections will present similarly to pinkeye.
Did you know chlamydia eye infections are a leading cause of blindness in Africa. They don't ncessarily get it through semen in the eye, but from dirty hands touching the eye.

Sure, you can get herpes in your eye from contact with the infected part. It is treatable, but not curable. You may not go blind, but you will most likely have decreased vision, and left untreated, you can go blind.
