yes and no. depends of it is a cardiologist or not. most internist just look at the diagnosis the machine gives out. cardiologist will read the p-wave, qrs interval and the t-wave to measure when your ventricles contract, to measure the wave of depolarization of your SA node and things of that sort.

Yes, when you have an echo, or any other study, a doctor will always look at the results (or should always, anyway). In addition, in order to bill (and we doctor do enjoy being paid for our work) the doctor must be board certified with echos, which means a cardiologist.
