Of course, there is no way to know if a new partner has a sexually transmitted disease (STD). Asking him is the most direct way to find out; however, he may not know himself, as he may not have noticed symptoms or even have them.
According to the Centers for Disease Control and Prevention's National Center for HIV, STD, and TB Prevention, there have been a few cases of HIV transmission from performing oral sex on a person infected with HIV. According to the CDC, no one knows exactly what the degree of risk is, but it is believed to be less than that of unprotected anal or vaginal sex. Of course, the risk (at least statistically speaking) goes up if the recipient of oral sex has a known infection.
Rich Aranow, MD, staff physician at the Warmline, the National Clinicians' HIV Telephone Consultation Service, says general medical opinion holds that oral sex is considered an inefficient method of transmitting HIV.
The risk of oral transmission of HIV appears to be low for single acts of oral sex, according to Emory University researchers who have reviewed studies. "Experience with oral transmission alone as a cause is still too small to be able to come up with an estimate,'' says Richard Rothenberg, MD, one of the Emory researchers.
Nevertheless, any chance of being infected may be too high for some people. Furthermore, according to two reviews published in the February and April 1998 issues of the journal Sexually Transmitted Infections, oral sex can also be a route of transmission for other sexually transmitted diseases.
Therefore, if you're in a monogamous (single-partner) relationship, have both tested HIV negative for a sufficiently long period for the virus to have shown up, and neither of you has been diagnosed with another STD, it's relatively safe to swallow semen.
If not, you have some personal decisions to make. You might decide to use condoms consistently and correctly every time you have vaginal and anal intercourse and not worry about using them during oral sex, because the risk of transmission is lower with oral sex. Or you might want to use condoms for oral sex as well.
Research by the CDC has shown the effectiveness of latex condoms in preventing the transmission of HIV and other STDs. Condoms greatly reduce the risk of both bacterial and viral transmission during any type of sex if your partner is infected.

Do the percentages matter??...who has ORAL sex with strangers...ew. To me that is a more intimate thing to be shared with by lovers and someone you have feeling for. The act is otherwise wasted!!!!
btw the odds are ZERO if you do not put yourself in that positon !!!(no pun intended)

regular stds is easy syphillis and all that stuff very easy but HIV is rather hard to be passed thats why they call it a theoretical risk like deep kissing is theoretical . You probably wouldnt but if you both have cuts and blood then its possible.

oral sex can transmit STDs and HIV just as effectively as penetration, all an organism needs is mucosal tissue, and guess what the mouth is lined with. Your friend is indeed stupid if he thinks he is safer.

If he isn't interested in his health, then tell him he's sitting on his brains and let him 'stagger on' in life! Why be responsible for an idiot?
