1/2 cup of water
1can of evaporated milk
1 can of sweetened condensed milk
2 cups of rice
3 or 4 cinnamon sticks
1 tsp vanilla extract
combine all ingredients, simmer on low stirring occasionally until you reach desired consistency

You put some cinnamon sticks, condensed milk, piloncillo, vanilla, rice, and milk in a pot. I won't say exact measurements because it all depends on your taste buds. Simply play along with your recipe. Taste it every once in a while, while it simmers. The piloncillo will eventually dissolve, just dont put a big chunk in there. The amounts also vary b/c sometimes I make it more liquidy or more solid depending on my mood.

Just get arroz/rice boiol it with milk add cinnamon but the whole sticks not the pwder and wait until it is done
i dont know the exact measurements my mommy is the on that makes it.

You could do it the "correct" way, which involves cooking the rice in milk. I find it a lot easier to use already cooked rice (Just make sure it doesn't have any flavors in it). Leftover rice from a Chinese place would be excellent. Heat it up in some milk and an egg. Add cinnamon (stick or powdered) and/or raisins, depending on what he likes. Cook it until it is fairly thick (like pudding or tapioca)

First make sure how he like it. I like it salty. Some people like it sweet.
You need to cook the rice without salt and oil. Add 1/2 cup less of water and when almost ready add milk and let cook until ready. When ready add more milk and add salt or sugar as desired
