Ok so my brother is going through puberty. He's about 15 and came to me one day and asked me a question. We have a very good relationship and he tells me everything. He isn't sexually active. But, he said he has noticed several small bumps all over his scrotum and the base of his penis. Most of these bumps have pubic hair growing out he said, and at first he thought it was just from the hair. Then he said he noticed several more that didn't have pubic hair. And also he said that they appear like zits and some can be popped like them. He is now scared that he has somehow contracted Genital Warts or Herpes and has come to me about it. I didn't know an answer for him. and i have done research with him on genital herpes and warts, but can only find pictures of severe cases. Can anyone tell me if this is acne? Herpes? Warts? Or a normal part of puberty?

Men get these bumps during puberty and will keep them for life, It has to due to the hair follicles, the cells where the pubic hair develops and hair grows out of. The Penis has a lack fat just below the skin and the skin on the penis is slightly thinner then the rest of your body which allow these hair growing areas more visable, unlike the face or arms. The bumps will be more pronounced when the penis is erect or semi-erect and less pronounced when the penis is not erect (plasid). This is very normal.
condylomata acuminata or Genital warts are less common in men then women and you can have the virus without a genital wart ever appearing. Genital warts are soft, moist, or flesh colored and appear on the scrotum or penis. Genital Warts appear in clusters that resemble cauliflower-like bumps, and are either raised or flat, small or large, they usually are seen on the tip of the penis. With that being said you can get the warts anywhere on the body; mouth, shaft of the penis, scrotum, or anus, but are most common at the tip of the penis.
In women, the warts occur on the outside and inside of the vagina, cervix, or anus.
The Virus that causes the warts, Human papillomavirus, Is very very contagious, and is transmitted by skin to skin contact. If you have contracted Genital Warts they will appear within weeks of contact, but can take up to 3 months to appear.
Herpes - Are Not bumps but open leaking sores. The leaking fluid transmits the virus.

Dry and/or greasy skin due to poor oil composition of the skin. Thick greasy oils clog pores, lack of oil leads to dryness and irritation. You need thin oils to moisturize while dissolving and clearing gunk in your poors. Try fish oil or seafood. 2 tsp fish oil a day or 4 servings of seafood a week. Stick it out for at least 2 months; it will take a long time to replace all your oil. Any effect after 1-2 days is temporary or random; so even if it makes you break out a little at first, you haven't given it a full try yet.

In the short term you can wash and moisturize well, but that will only go so far. Plus excessive washing can be drying and excessive moisturizing can be clogging. Use a small amount of a light moisturizer, made with oil not jelly or grease. Often that means soybean oil or mineral oil. Mineral oil means mined from the ground. So soybean oil is usually better, though mineral oil won't cause too much harm. Clean with soap and water, not a harsh acne cleanser. Even then they only work so well. So you really need the seafood.

Antibiotics aren't really good for bacteria long term, they'll come back in force after. Short term they may help. After you get off them find some kefir with acidophilus listed first or 2nd to replace the friendly bacteria they destroyed. Studies show less illness when you have these bacteria, even outside the stomach in places such as the lungs and elsewhere. You want friendly bacteria to fill the void when the antibiotics stop, not harmful ones.

In the short term you might also try 100,000+ iu retinol vitamin A (a megadose, and too much for normal use) or one of the acne drugs that is similar to retinol vitamin A. It's some minor harm to your organs, but it helps against bacteria on your skin. At least it doesn't have the other long term drawbacks to your skin that antibiotics and many scrubs do.

It honestly sounds like ingrown hairs to me, especially since he said some of them have hairs in them and since you said he is NOT sexually active.

Herpes sores are extremely painful! These can break open and puss a clear liquid. Your brother would be in extreme pain if it was herpes. I was in so much pain during my first outbreak I could hardly walk or even sit down and I had to call off of work for 2 days. I was prescribed 3 antiviral medications and Vicodin for the pain.

I doubt it is genital warts because genital warts do NOT puss. Genital warts are usually flesh colored or a pink color. They are small and do not puss at all. They can be very itchy though and can sometimes bleed.

Since both of these STDs are usually transmitted by sex and your brother has not been sexually active I would say he does NOT have genital herpes or genital warts. I'm sure he most likely has some ingrown hair or acne.

Well it prolly isn't a normal part of puberty. I'm 15 too and have a very small sort of thing. I got a couple of bumps on my penis in the same places. They were exactly like zits. They went away after a while. As long as they aren't rly rly red and there isn't any pain/soreness I wouldn't worry too much.

Seeing a doctor never hurt anyone either, dont jst take my word 4 it.
