2 adults, 2 toddlers. No starch, lots of vegggies little chicken or fish. No red meat. No dairy, especially cheese or other fungas. Almond milk ok, whole milk and yogurt ok. Produce already purchased cheap, meat in bulk, I spend 40 dollars a week other than the bulk products I buy once a month seperate from that. No fruit. no white flour, processed or refinded items. Diet mostly of veggies. Diapers and paper products included.

Make a list of meals for the week.
Breakfast, Lunch, Dinner, Snacks and then compile your Grocery list accordingly. Veggies buy fresh, lots in season,
or frozen and use chicken instead of meat. You need a bit of starch in your diet, use rice. You can buy rice in bulk. Any leftover veggies make a soup from chickenstock and add more veggies.
Have a salad with every meal, eat before dinner, it will fill you up.De-bone your chicken and use the bones for the stock and strain. From leftover turkey you can make Turkey Tetrazzini, get the recipe of the net. I buy extra lean ground beef once in a while, and make Hamburgers and from the rest I make small meatballs and freeze to use later in the Spaghettisauce. Buy only whole wheat bread, buy when on sale and freeze whole loves in the freezer. I could go on and on. I hope I helped a bit.

Use coupons, buy chicken on sale in quantity and freeze what you don't use right away. If you eat fish, cod freezes well and makes an excellent chowder. Make soups - they really stretch ingredients. You didn't say how long these four people were going to live off this $300 dollars worth of groceries. Include milk and use it in quiches along with eggs and vegetables, not just to drink. I make quiche and don't bother with a crust, I just grease my pie plate and bake without - and we actually prefer it that way. Nuts are an inexpensive source of nutrients.

first think of things that are top priority and don't buy name brand foods others are just as good
first
buy frozen veges or canned what ever is cheapest usually store brands the cheapest for large amounts
buy chicken and beef when on sale
and fish buy mrs. pauls or gorden fishermans when on sale
buy sweet potato fries for one night
buy hot dogs when on sale the large packet so u can have them forever
buy cereal like cheerios when its 4 or 5 for 10 dollars
buy yogurt for 6 dollars or less like if u get it at 3.99 for 10 containers thats good
try buying cheese when on sale for 2/5 or 2/4 or buy the kind u have to shredd its cheaper
buy large pack of eggs will last u some time and two loafs of bread wheat bread
and pasta is always on sale

While there are lots of great answers here, I also want to add that a nearby farmers market, or flea market is a great resource for fresh veggies (and fruit if you were interested).
Farm fresh and help support your local farmers!
However, I live in California... and, I don't know how accessible this would be for you, where you are... but, maybe it will help someone else too!

Use as many coupons as you can! And only buy the store brand. Find a store near you that specializes in bulk food and stock up on freezer items this way your bill will be less.

Put only on the list what you really need and enjoy.
Only buy what is on the list.
List goes over $ 300.-, buy less quantity.

Prepare weekly menus and stick to them. A diet consisting mainly of vegetables and fruit is inexpensive and healthy.
