take the poor dog to a vet. If you can't afford it, take him to the RSPCA ( or equivalent animal shelter) in your area. They will vet him for low or no fee if you can't pay. And please don't make him sleep outdoors in the cold weather.

It's called Mold. Believe it or not, mold is the culprit for most onset diseases. It strips your body until debilitated, and weak, then other toxins such as metal, from teeth or other air polluted and even polluted food toxins, come in, find the organs that have been beat up, sets up shop, and then *BLAM* you have now got an array of medical conditions . Yes, and animals can also have or get mold toxins polluted in their bodies. Mold has no prejudice to who or what you are. Not even age is a factor. Research mold for yourself. You;ll be blown away by what this weird species can & will do.
I mean if GOD even has to tell us in Leviticus how to properly handle mold, you have got to know how bad it must be.

Take your dog to the vet. It should be seen as soon as possible. It could be some kind of infection and needs to be on antibiotics.

Thats just mucus, but he probably needs to see a doctor, or take some cough medicine.
