Well I haven't had a birthday party since I was 11, but most of my friends that had b-day parties just invited people over and hung out. Depending on my friends, we just what we normally did plus gifts and a cake or we partied. But since you have nosy neighbors and your parents probably won't let you party, just hang out and watch movies and eat some pizza or bbq. Don't want to burst your bubble or anything but birthdays are not really exciting the older you get. Most people just use it as another excuse to party. If everyone paid there own way, maybe you guys could go to an amusement park, that would be fun!

Podcast Party
You and your girlfriends do a live podcast. Buy a cheap mic from Radio Shack and talk about your party, friends, school, boys, music, and stuff.
This is a pretty cool podcast "Radio Free Calamity". You might get some ideas here. It's done by a 14 year old girl and her 11 year old brother in Toronto, Ontario, Canada. She sings and he plays drums. It's pretty cool stuff.

For my 15th i had a camp out in my backyard. With tents,a camp fire, pool, games. It was so much fun.
