It means that there is not enough sugar. This is usually defined (but can vary by patient and doctor) as sugar levels under a reading of 60 constantly throughout the day. The reason why can vary widely.

Hyper = too much. Like when your parents said you were hyper, you had too much energy.
Hypo = to little. That would indicate that there is too little blood sugar. Typically someone that is hypoglycemic can eat something and feel better in just a few minutes. They need to avoid simple sugars as a fix for this because the simple sugars will fix them quick, they will peak and crash quick as well. If simple sugar is taken in to get them back level, they need to follow it up with something more substantial so the sugar level will stay level. The biggest problem with hypoglycemic patients is that they do not eat when they should and they crash. A steady diet of healthy food will do them best and I am sure the doc told them that.

What is hypoglycemia? Hypoglycemia is the clinical syndrome that results from low blood sugar. The symptoms of hypoglycemia can vary from person to person, as can the severity.Who is at risk for hypoglycemia?
While patients who do not have any metabolic problems can complain of symptoms suggestive of low blood sugar, true hypoglycemia usually occurs in patients being treated for diabetes (type 1 and type 2). Patients with pre-diabetes who have insulin resistance can also have low sugars on occasion if their high circulating insulin levels are further challenged by a prolonged period of fasting. There are other rare causes for hypoglycemia, such as insulin producing tumors (insulinomas) and certain medications. These uncommon causes of hypoglycemia will not be discussed in this article, which will primarily focus on the hypoglycemia occurring with diabetes mellitus and its treatment.
Despite our advances in the treatment of diabetes, hypoglycemic episodes are often the limiting factor in achieving optimal blood sugar control. In large scale studies looking at tight control in both type 1 and type 2 diabetes, low blood sugars occurred more often in the patients who were managed most intensively. This is important for patients and physicians to recognize, especially as the goal for treating patients with diabetes become tighter blood sugar control.

Body produces more insulin than needed. If she eats carbs, her body will make insulin to break them down but the insulin will keep coming even after the carbs are gone therefore her blood sugar gets low, she becomes cold, clammy,shaky,etc she needs to eat some sugar when this happens. worst case senario
would be low blood sugar for an extended period at which point she could potentially go into a coma

Hyper is to much, hypo is not enough. Speaking in diabetes term you would be taking about sugar counts.

If you look at the prefixes;
HYPER means 'too much'
HYPO means 'too little'
and the suffix GLYCEMIA means 'sugar'.
So, your friend's condition consists of not having enough sugar in her body as oppossed to having too much.
