The term ventilation refers to the elimination of carbon dioxide. Just because a person is breathing at a fast rate does not mean they are hyperventilating, this can only be determined by drawing an arterial blood gas. If a person is truly hyperventilating, they are blowing off too much carbon dioxide. They breathe into a bag to "re-inhale" some of the carbon dioxide that they are exhaling and trapping inside the bag. This technique is rarely used these days.

The only way you can tell if you are hyperventilating is if you have an arterial bloodgas drawn. The term is too often used and hardly ever is the person actually hyperventilating. When you are all riled up, breathing into a bag makes you concentrate on taking deep breaths, thusly calming you down.

When you hyperventilate you expell too much of the carbon dioxide needed in your body so reabsorbing some of it by breathing through a brown bag will stabilize you.

minimal amounts of carbon dioxide is still needed by our body. when a person hyperventilates, he tends to blow off more carbon dioxide. to inhale the just 'blown off carbon dioxide' the person uses a brown paper bag just enough to cover his face or simply cup his hands over his face. the person uses this until such time when he can move again or the tingling sensation disappears.
