Yes you can get it if the dog licks the blisters of your neighbor. The dog could transfer it to you if your immunity is weak. If you're anxious about it then try to avoid the dog.

uhhhmmmm... ICK! and just where exactly is this dog licking the owner.. and where would it lick you? Never mind.. I dont wanna know.
Labial herpes.. I'm guessing that would be Herpes simplex 2..
Do you realize that a cold sore is herpes simplex 1 and most everyody has some degree of the virus in thier system?

Exactly as what is said above. He wants your attention. He's probably also jealous. I would have him taken to a behaviorialist because the jealous *can* (not always though) turn into agressive behavior if continued. Or, you could try having a little more one-on-one time with him more than usual, or petting him at the same time as the other dogs so he's not feeling pushed away.

What? The owner has genital herpes and you are worried that the dog or someone else kissing the dog will get herpes? Does the dog lick it's owners genitals? Your question is really unclear. Herpes is sexually transmitted. How is the dog going to get it from the owner?

I'm not sure, but you and the dog's owner should be arrested for animal cruelty. You should be ashamed to even ask this question!
