Just don't do this. I've answered this question before and there is no painless piercing and for that matter, surface piercings are expensive and not worth it.
First of all, you won't be able to find someone who has a lot of skill with this. Another thing is that there is only so much you can do to extend the life of this particular piercing. Because it sits close to the jean and panty line, the piercing won't say for long. Pressure from your clothing will irritate and assist in migration of the piercing.
Why pain TONS of money for something you can't enjoy forever?

I've always wondered whether you could do that (I've had fantasies of getting my waist pierced for YEARS!). Do you have a photo (I'd like to see how it's done)?
