Yes. Some of the greatest outreaches to people have developed out of terrible catastrophes in the lives of others. Much compassion for the poor or sick comes out of someone who has grown up in poverty or sickness. God may very well cause someone to go through great financial difficulties just to prepare them for a ministry among the poor.

God is not partial, a mishap cannot occur so that other's will be blessed. God does try His children with evil things. but in some instances he allows things to happens to us but He does not cause it. it can be caused most times due to our our neglience but He can NEVER bring the downfall of somebody to bless another. He is a God of Love

I don't believe God would purposely allow mishaps in someone's life in order to bring blessings to another. However, God does use circumstances that happen to bring about His purpose in any way He chooses.

Never, life is a game of chance. Generaly mishaps are the result of another person who has his or her free agency. Our Father in heaven allows us to be tested, he does not test us. Why would he pick one of his children over another. He loves each and every one of us. We are not pawns in a chess game. We are literal children of God. He wants the best for everyone of us.
