The word "yob" isn't yet in my two volume Shorter Oxford English Dictionary, but I can confirm that it is in common usage in the UK and generally means a hooligan, vandal or an uncouth and generally anti-social person.

yeh, i gess it is a UK slang word! its some sort of delinquent. normally a young adult or teenager. the type to shout abuse at people - that get into alot of fights. you will often heard yob used at say, at football match 2 describe a gang shouting, getting drunk, giving abuse, breaking things and genrally causing havock!
